My personal opinion of this is that the CPS Agencies think it will be a stronger case for TPR if the bios are able to take the kids home, despite addiction, and then prove they are unable to parent in action. I think this because of seeing the thousands of stories of children in foster care from infancy who stay in care until toddler years only to be RU'd to failure, or to their death, because judges/magistrates too often want to keep giving these bios "additional" chances at drug therapy.
I just keep wondering how many children have to die before we say enough is enough. We are not living in the times of our parents, or their parents, where there was most often appropriate grandparents/kin to take these children. More often than not, in my experience, the kin of the family is no better off than the actual bio parents. Or, at most only slightly better. Don't flame me, I did not say ALWAYS, just in my experience, this has been the case.
