Blue Shield of California to Give Back $50 Million to Fulfill 2 Percent ...

SAN FRANCISCO, CA--(ENEWSPF)--October 30, 2012 --- In fulfillment of its pledge to limit net income to 2 percent of revenue, Blue Shield of California Chairman and CEO Bruce Bodaken announced today that the not-for-profit company will return $50 million to its customers by December 31, 2012.??

The funds will be returned to eligible customers in the form of credits on their billing statement for December 2012 dues/premium.

Blue Shield has returned more than $470 million to customers and the community to offset net income earned above the 2 percent threshold in 2010 and 2011.? This year?s pledge amount brings the total pledge-related givebacks to $520 million to date. This year, Blue Shield came closer to hitting its 2 percent target by adjusting rates to make care more affordable. This means Blue Shield will return a smaller amount than in 2011.

?As a not-for-profit, we are committed to expanding access to high-quality health care at an affordable price. This pledge continues to demonstrate that we put affordability before profit,? said Bodaken.

How the $50 million will be paid

  • Customers with continuous fully insured coverage in the same eligible product from August 1 through December 31, 2012 (other than certain federal and state government programs whose contracts do not give us a way to make such credits) will receive a credit in the bill for their December 2012 dues/premium.??
  • Blue Shield?s fully insured customers (individual plan and group) will each get a 9 percent credit against one month of dues/premium.? Customers with whom Blue Shield shares risk will get a 3 percent credit against one month of dues/premium.? The credit amounts are based on customers? August 2012 dues/premium amount. ?

How this translates into actual dollars for contractholders and policyholders

All eligible customers with fully insured continuous coverage from August 1 through at least December 31, 2012 will receive a credit in the bill for their December 2012 dues/premium. The average credit will vary depending on the monthly dues/premium:

  • For individual and family plans (IFP), the average individual customer will be credited approximately $25 and an average family of four will be credited approximately $75. The range is roughly $7 - $50 for individuals and $40 - $125 for a family of four.??
  • For all fully insured mid/large group customers (51 employees and above), the average credit to the group will be $35 - $40 per member. Employers who pay part of the dues/premium must decide whether and how to apportion it.??
  • For small groups (2-50 employees), the averages are $40 for one employee and approximately $105 for an employee with dependents covering a family of four.??
  • Self-funded groups are not eligible for the credit. Nor are persons covered under certain federal and state government contracts that don?t provide a way to give credits.

Baldwin, wife relay Sandy ordeal: Closet leak!

Alec Baldwin and his wife Hilaria Thomas, residents of Manhattan's Greenwich Village neighborhood, rode out Hurricane Sandy in their apartment, and documented the experience on video. How did the couple manage to make it through the storm? Well, not without a few hardships. Such as having to move Thomas' gowns out of her leaking closet and to a drier location.

"We already have a leak. Of course, in my closet. I have to take out all my red carpet dresses, because of the leak," Thomas said as Baldwin took video of the dresses, draped sadly over a bedside in the wake of storm-related dampness.

Thomas then bravely steps out on her balcony, scanning potted plants that have been toppled over ("Maybe that's where my leak is from?" she speculates) before going back inside, where she later becomes a little stir crazy. "It's yoga time," Thomas says as she preps for a candelit workout.

By 5:45 a.m Tuesday, with the power out, the couple are left to watch a movie on their laptop, with what little battery remains. Their film of choice: "Mirage," with Gregory Peck. Why? Ever the director, Baldwin feeds Thomas her line: "So while we're in a blackout, we're watching a movie with a blackout."

By Wednesday, Baldwin's foray into filmmaking seemed to be over. The actor was back to tweeting.?"I suppose, at this point, the critical mass has been reached re a need 4 action on climate change."

U.N.-Arab League envoy regrets Syria truce not successful

MOSCOW (Reuters) - U.N.-Arab League peace envoy Lakhdar Brahimi expressed regret on Monday that a U.N.-brokered truce had not been more successful in Syria but said he would not let this discourage his peace efforts.

Brahimi also said after talks with Russian Foreign Minister Sergei Lavrov in Moscow that there was no immediate plan to send U.N. peacekeepers to the Middle East country.

"I am terribly sorry ... that this appeal (for a truce) has not been heard to the level we hoped it would, but that will not discourage us. It will not discourage us because Syria is very important and the people of Syria deserve our support and interest," he told a news conference.

Asked whether the United Nations might send a peacekeeping mission to Syria, he said: "There is no plan for the moment to send a peacekeeping mission, but just the contingency planning, because this may indeed become a possibility in the future."

Syrian President Bashar al-Assad kept up air strikes against rebels on Monday, the final day of a truce that has been broken by air attacks and fighting between the two sides across the country.

Brahimi will visit Beijing after Moscow, China's Foreign Ministry said. The two countries have vetoed three U.N. resolutions condemning Assad's government for the violence.

"We think this civil war must end ... and the new Syria has to be built by all its sons," Brahimi said. "The support of Russia and other members of the Security Council is indispensable."

Regarding the One Minute Debate "Should states require voter ID?" in the Oct. 8 commentary section: Since real voter fraud is actually somewhere between very rare and nonexistent, there's no doubt that the new voter ID laws are intended to reduce minority voting. However, with nuisance factors being the common thread among the various state laws (i.e., making the registration process more difficult), it could actually be an opportunity in disguise.

Hopefully, the affected communities will use these blatant attempts at disenfranchisement as the impetus to band together and pull off the greatest voter registration drive in US history ? and they'll probably even get a little help from their friends along the way. The best defense is still a good old-fashioned "I'm not going to take this anymore!"-style offense.

What US should do about Iran

Regarding the One Minute Debate "What to do about Iran's nuclear program?" in the Oct. 1 commentary section: Sanctions didn't work in the case of North Korea, and sanctions will not work against Iran. Like North Korea before, Tehran uses diplomacy to stall and obfuscate. The United States and its allies should step up support for legitimate democracy movements in Iran with the goal of destabilizing and hopefully replacing the Iranian regime.

Deterrence worked during the cold war because communism is an atheistic philosophy. Communists do not believe in a glorious afterlife; therefore, they were not inclined to throw away their lives in a "holy war" against capitalism. The ruling mullahs of Iran are religious fanatics who believe in a glorious afterlife. They are far more inclined to attack the "Little Satan," even if it means Iran's total destruction.

In the meantime, the US should make sure all of our friends and allies are equipped with more-than-adequate missile defense systems.

Hurricane Sandy is already setting records

Hurricane Sandy already has surpassed Hurricane Lili in 1996 as the second largest Atlantic storm in 24 years of storm-size record keeping.?The size of the storm and its path are intensifying deep concerns about coastal flooding from storm surge.

Hurricane Sandy is working its way up the US East Coast, yet even before it moves ashore it's a storm for the record books.

The storm already has surpassed Hurricane Lili in 1996 as the second largest Atlantic storm in 24 years of storm-size record keeping. Using tropical-storm-force as the benchmark, such winds briefly extended up to 520 nautical miles from Sandy's center earlier on Sunday. The latest advisory puts that figure at 450 nautical miles, while hurricane-force winds extend up to 175 nautical miles.

At landfall, currently forecast for overnight Monday or early Tuesday morning, the atmospheric pressure at the center of the storm ? a measure of Sandy's intensity ? is expected fall within a range that ultimately could match the devastating hurricane of 1938, notes Jeff Masters, director of meteorology for the Weather Underground.

The size of the storm and its path, which currently has Sandy's center beginning its sharp turn for the New Jersey coast Monday morning, are intensifying already deep concerns about coastal flooding from storm surge.

Sandy "is going to produce very high, potentially life-threatening storm surge ? that may require additional evacuations today," said Craig Fugate, administrator of the Federal Emergency Management Agency during a press briefing Sunday.

The combined water height from storm surge and high tide is expected to range from 4 to 8 feet above ground level along a stretch of coast running from Ocean City Maryland to the coasts of Connecticut and Rhode Island, according to Richard Knabb, director of the National Hurricane Center in Miami.

But, he adds, hot spots along the coast ? Long Island Sound, New York Harbor, and Raritan Bay, for instance ? could see surges of from six to11feet. Surge forecast maps from the National Hurricane Center and the Ocean Prediction Center point to a surge of at least three feet perhaps working its way up the Hudson River as far as Albany. The coastline from New Jersey to Cape Cod forms a funnel that will receive water the spinning storm's winds have swept around from its southwestern flank. Raritan Bay, New York Harbor, and western Long Island Sound form the pointy end of the funnel.

Storm surge does not take into account the height of waves that the storm whips up atop the surge. Moreover, forecasters are concerned that surge levels and pounding surf will remain high over several high-tide cycles.

(AP) ? A Hawaii tsunami warning that spurred coastal evacuations statewide was downgraded to a tsunami advisory early Sunday, ending the threat of serious damage less than three hours after the first waves hit the islands.

Hawaii Gov. Neil Abercrombie said early Sunday that the Aloha State was lucky to avoid more severe surges after a powerful earthquake struck off the coast of Canada.

Abercrombie said beaches and harbors are still closed statewide.

"We're very, very grateful that we can go home tonight counting our blessings," Abercrombie said.

Meanwhile, the National Weather Service canceled tsunami advisories for Canada and Oregon, leaving northern California as the only spot in North America still under a tsunami advisory.

The first waves hitting Hawaii on Saturday night were smaller than expected.

Gerard Fryer, a geologist tracking the tsunami for the Pacific Tsunami Warning Center, said the largest wave in the first 45 minutes of the tsunami was measured in Maui at more than 5 feet, about 2 feet higher than normal sea levels.

No major damage was reported.

At first, officials said Hawaii wasn't in any danger of a tsunami after the 7.7-magnitude earthquake rattled the western coast of North America Saturday night, sparking tsunami warnings for southern Alaska and western Canada.

Later, officials issued a warning for Hawaii as well, saying there had been a change in sea readings. About the same time, a tsunami advisory was issued for a 450-mile stretch of U.S. coast running from north of San Francisco to central Oregon.

A small tsunami created by the quake was barely noticeable in Craig, Alaska, where the first wave or surge was recorded Saturday night.

Fryer said it could take several hours for the danger to pass in Hawaii, especially if the waves get bigger.

"It's beginning to look like the evacuation may not have been necessary," Fryer said.

The National Weather Service said there were reports of water quickly receding in bays, including Hilo Bay on the Big Island.

The warning in Hawaii spurred residents to stock up on essentials at gas stations and grocery stores and sent tourists in beachside hotels to higher floors in their buildings. Bus service into Waikiki was cut off an hour before the first waves, and police in downtown Honolulu shut down a Halloween block party.

Abercrombie proclaimed an emergency, mobilizing extra safety measures.

While television traffic cameras showed onlookers at the beach in Waikiki, Honolulu Mayor Peter Carlisle warned people to stay away from the surf for several days.

Carlisle ? who recommended people think about ditching their cars if they were in traffic ? said people should be cautious.

"There's no reason to panic but there's every reason to take all of the necessary precautions," he said.

Coast Guard officials closed all harbors in the state to incoming boats and urged vessels to leave and not return until an all-clear is given.

"We don't have any reports of any tsunami impacts at this time, but we caution mariners because the tsunami surges can continue for several hours," Chief Warrant Officer Gene Maestas said.

In Kauai, three schools used as evacuation centers quickly filled to capacity.

As many people along Hawaii's coasts rushed to higher ground, officials downgraded a tsunami warning to an advisory for southern Alaska and British Columbia. They also issued an advisory for areas of northern California and southern Oregon.

In Alaska, the wave or surge was recorded at 4 inches, much smaller than forecast, said Jeremy Zidek, a spokesman for the Alaska Department of Homeland Security and Emergency Management.

The U.S. Geological Survey said the earthquake hit in the Queen Charlotte Islands area. The quake was felt in Craig and other southeast Alaska communities, but Zidek said there were no immediate reports of damage.

The West Coast and Alaska Tsunami Warning Center issued a warning for coastal areas of southeast Alaska, down the western Canadian coast to the tip of Vancouver Island.

Later Saturday evening, the warning for those areas was downgraded to an advisory, while a warning was issued for Hawaii.

In addition, officials issued an advisory for areas from Gualala Point, Calif., about 80 miles northwest of San Francisco, to the Douglas-Lane county line in Oregon, about 10 miles southwest of Florence.

The Del Norte County Sheriff's Department, based in Crescent City, Calif., near the Oregon line, said it hadn't heard of any problems as a result of the tsunami. Crescent City was one of the U.S. towns hit hardest by last year's tsunami from the Japan quake, with boats in the harbor suffering serious damage.

By early Sunday morning, all warnings and advisories for coastal areas of North American had been canceled, except for a stretch of California coast beginning 80 miles north of San Francisco and stretching to the Oregon line, which remained under an advisory.

A tsunami warning means an area is likely to be hit by a wave, while an advisory means there may be strong currents, but that widespread inundation is not expected to occur.

Fryer said it's not surprising that an earthquake so far away could generate dangerous waves in Hawaii.

"There is nothing between Canada and us that would scatter the energy, so once the beam is formed, it just points right at us," Fryer said.

The U.S. Coast Guard in Alaska said it was warning warn everyone with a boat on the water to prepare for a potential tsunami.

The first wave hit Craig about two hours after the earthquake.

"It started off where it might be a 3-foot wave, and it kept getting downgraded," Craig Mayor Dennis Watson said. "And the last time we heard, it was less than 1 foot."

It actually was recorded at 4 inches. Watson said he was downtown on the waterfront, and had his car lights shining on pylons.

"I didn't even see the surge. I watched the pylons. And the tides came in about four or five inches. The surge would leave a wet spot as it would go back out, and we never did see that," he said.

There could be subsequent waves in Craig, but an official with the tsunami warning center didn't think it would amount to much.

The first wave "typically is not the largest but nevertheless we don't expect the maximum wave height to be large," said Bill Knight.

The state Department of Homeland Security and Emergency Management activated its emergency operations center and notified officials in southeast Alaska communities.

Lt. Bernard Auth of the Juneau Command Center said the Coast Guard was also working with local authorities to alert people in coastal towns to take precautions.

Lucy Jones, a USGS seismologist, said the earthquake likely would not generate a large tsunami.

"This isn't that big of an earthquake on tsunami scales," she said. "The really big tsunamis are usually up in the high 8s and 9s."

She said the earthquake occurred along a "fairly long" fault - "a plate 200 kilometers long" in a subduction zone, where one plate slips underneath another. Such quakes lift the sea floor and tend to cause tsunamis, she said.

In Craig, officials implement an emergency plan, and took fire trucks, ambulances and heavy equipment to higher ground.

"If nothing else it was a good exercise in determining how well our disaster plan works. I thought it came off quite well, really," he said.

Watson said he did receive calls from townspeople about the tsunami.

"There's supposed to be a big Halloween party downtown. People are calling, 'Did the wave hit yet so we can go to the party?'" he said.

2,000 sheep led through streets of Spain's capital

MADRID (AP) -- Spanish shepherds led a flock of more than 2,000 sheep through central Madrid on Sunday in defense of ancient grazing, migration and droving rights threatened by urban sprawl and modern agricultural practices.

Many tourists and residents were surprised to see traffic cut to allow the ovine parade to bleat its way across some of Madrid's most upscale urban streets.

The right to use droving routes that wind across land that was open fields and woodland before Madrid grew from a rural hamlet to the great metropolis it is today has existed since at least 1273.

Every year, a handful of shepherds defend the right and, following an age-old tradition, on Sunday paid 25 maravedis ? coins first minted in the 11th century ? to city hall to use the crossing.

Shepherds have a right to use 78,000 miles (125,000 kilometers) of paths for seasonal livestock migrations from cool highland pastures in summer to warmer and more protected lowland grazing in winter.

The movement is called transhumance and in Spain up until recently involved close to a million animals a year, mostly sheep and cattle.

Modern farming practices are however increasingly confining animals to barns, because shepherding is costly, according to the Ministry of Agriculture, which has been promoting the colorful annual Transhumance Fiesta in Madrid since 1994.

Madrid became an important urban center when King Philip II chose it as the capital of his vast empire in 1561. Some paths have been used for more than 800 years and modern-day Madrid has sprawled to engulf two north-south routes. One that crosses Puerta del Sol ? Madrid's equivalent of New York's Times Square ? dates back to 1372.

Spaniards are proud of their centuries-old sheep rearing traditions and hold the native Merino breed of sheep in particular esteem. Merinos have gone on to form the backbone of important wool industries in places such as Australia and South America.

That having been said, I am sure there are some people who might find it strange that I use the word inspiring for an artist who makes his art from smashing antique vases and pointing his middle finger at landmarks, especially Tiananmen Square.(By the way, does anybody know if there are any photos of his middle finger in front of Yankee Stadium?) I think both are symbolic of how nothing is sacred, especially the Chinese government who he is in a running battle with to gain transparency into the inner workings of its bureaucracy. After they shut down his blog, he went on Twitter and distributed his documentaries for free over the internet. His style is definitely confrontational, as somebody says he reminds him of a hooligan, but in a good way.(As Ani DiFranco once sang, being nice is overrated.) Remember, we are all hooligans, right now. Ai Weiwei's activism hit a critical point when he criticized the treatment of the poor during the 2008 Olympics and the response to the Sichuan earthquake which killed several thousand children in faulty construction that has been compared to tofu. As New Yorker magazine correspondent Evan Osnos points out, Ai Weiwei was initially inspired politically by the Iran Contra hearings when he was living in the United States that sought to hold a government responsible but did not work as well as some of us would have liked. So, instead of the fortune his son would inherit, he will have something much more precious to leave him. Now, if I can only figure out if the cat opening the door is supposed to be a metaphor or just darn cute.

PLATTSBURGH ? Congressman Bill Owens says politicians need to change their way of thinking if more positive results are to occur in government.

?If I am re-elected we have to begin the process of talking about the facts ? and not ideology,? Owens (D-Plattsburgh) told a crowd at the North Country Chamber of Commerce breakfast at the Holiday Inn in Plattsburgh on?Friday.

?When you talk about the facts, sometimes you find out you are wrong ... but you have to have the intellectual capacity to (accept) that... That?s not something we do well, and that is not something the public accepts very well.?

Owens, a Democrat from Plattsburgh, is seeking re-election in the 21st District, which covers 12 counties from Lake Ontario in the west to Lake Champlain in the east.

He is challenged by Republican Matt Doheny, an investor from Watertown who is also on the Conservative and Independence party lines. Owens is also on the Working Families Party ticket.

Donald Hassig of St. Lawrence County is also running as the Green Party candidate, but he lags far behind in any polls.

BIPARTISANSHIP

Owens spent a portion of his breakfast talk Friday speaking about the need to work in a bipartisan fashion in order to make improvements in government. He noted that he votes about 35 percent of the time with Republicans, and that he and Republican Chris Gibson of New York?s 19th District and Vermont?s Democratic Congressman Peter Welch, voted together most of the time on the House Agriculture Committee this year.

?The message was clear that we voted for our constituents and not the party, and that is something I hope to do more of,? Owens said.

In a separate interview, Doheny said Owens talks a good game but always sides with his party when it matters.

?I can tell you from my time in the private sector that I never closed a deal where one side got everything they wanted,? he told the Press-Republican.

?I plan to work with anyone, regardless of party, who advocates for solutions that will help improve our economy and get people back to work in the North Country. If Sen. (Charles) Schumer or Gov. (Andrew) Cuomo (both Democrats) comes up with a good idea, I?ll help them make it a reality.?

SUPPORTS FARMING

Owens also told the crowd that he is working to better agreements with Canada to improve border crossings so goods can move across faster without compromising security. He noted that the Canadian impact on the region is about $1.6 billion per year, which is as much as Fort Drum brings in near Watertown in the western part of the district.

He also said he found it interesting that Republican leadership in the House has called for a vote on the Farm Bill after the election instead of before. Owens has been pushing for a vote on the bill for much of this year, saying that without it, farming in the district could seriously be hampered.

?Agriculture is the largest gross domestic product in the 21st District, and we need to make sure farming businesses move forward with stability,? he said.

Doheny has also supported improved border practices and better conditions for farmers.

?EMPTY RHETORIC?

When asked what he would do about Medicare, Owens said he would focus on more preventive care and creating fewer hospital re-admissions.

?We also need to allow Medicare to negotiate its own prescription drug prices ? that could mean a savings of about $50 billion per year,? he said.

Doheny said President Barack Obama campaigned four years ago to let Medicare negotiate its own prescription drug deals but has dropped the idea.

?My opponent is recycling a broken promise, when he knows even the Democratic-led Senate won?t allow the idea to the floor. That is not happening ? just more empty rhetoric,? he said.

ECONOMIC GROWTH

While Owens said he is not in favor of raising the minimum wage at this time, he does support a ?trickle up? theory where the middle class can spur economic growth.

?We need to strengthen the middle class and push everybody up. That?s a concept that has been lost,? he said.

Doheny was not buying Owens?s theory, saying wages have fallen 5 percent or more in the district since Owens joined Congress in 2009.

He also said that average wages in the district are $696, more than 13 percent below the national average, and costs for gasoline and other staples have gone up.

?He wants to raise taxes on the job creators, who employ the very middle-class people he claims to want to help,? Doheny said.

?It just doesn?t make sense. We need lower taxes, less regulation, a stronger dollar and more opportunity here in the district. I will be an advocate for all individuals, regardless of income, in Congress.?

HASSIG ARRESTED

Hassig made news this week when he got arrested in Massena for refusing to leave Massena Memorial Hospital, where he was handing out information about breast-cancer carcinogen exposure minimization.

He has been arrested four times during the campaign so far, and the Green Party of New York state has distanced itself from him.

Baseball-Pitch counts don't add up to more injuries, says study

NEW YORK, Oct 26 (Reuters Health) - It is impossible to watch a Major League Baseball (MLB) game nowadays - such as those in the World Series now underway - without hearing about how many pitches a player has thrown.

But a new study suggests that when it comes to preventing injuries, the obsession of many teams with those kinds of numbers may be misplaced.

"I don't necessarily think that pitch counts or innings pitched are the best way to measure the demands of pitching," Thomas Karakolis, the lead author on the study, told Reuters Health.

Karakolis, a PhD candidate at the University of Waterloo in Canada, and two colleagues looked at data from every MLB pitcher from 2002 to 2007, focusing on a given year's pitch count, innings pitched and whether the player ended up injured the following year.

In that second year, more than a quarter of major league pitchers spent time on the disabled list. That rate jumped to nearly two in five pitchers for those who tended to throw six or seven innings.

But that difference - which would seem to support the idea of using pitch counts and innings pitched to pull pitchers - was more than likely due to chance, Karakolis said.

The injuries were significant enough that disabled list players were out for an average of 78 days - more than a third of the annual baseball season.

"If we can't predict injuries based off of these metrics, how are we going to use them to prevent injuries?" asked Karakolis.

Perhaps the most famous case is Stephen Strasburg of the Washington Nationals, whose managers made it clear at the beginning of this year's season, following surgery in 2010 and less than a month of play in 2011, that he would be allowed to pitch only 160 innings.

They shut him down after 159 and a third innings, meaning he was unavailable to play in the Nationals' first-ever playoff appearance in nearly 80 years.

Strasburg did not debut in the majors until 2010, so his data are not included in the research, which is published in the Journal of Strength and Conditioning Research.

"The Karakolis study indicates that Strasburg faced very little danger from continuing to pitch," said J.C. Bradbury, of Kennesaw State University in Georgia.

The Nationals declined to comment.

Bradbury, who was not involved in the new study, published research earlier this year showing that pitch counts did seem to have a real effect on performance, but so small as not to be practically relevant.

TODAY'S PITCHERS VS. YESTERDAY'S

Because of the pitch count obsession, such numbers have been falling for more than two decades, Bradbury told Reuters Health by email.

"In the late 1980s and early 1990s, the maximum number of pitches you'd see a pitcher throw would be in the 160s. Now that maximum is normally in the 130s," Bradbury said.

Although excessive pitching can obviously lead to injury, he added: "The relevant question is, can we say that cutoffs at 90, 100, 110, etc. are safer than each other? I don't think there is any evidence (for that)."

Another factor in the mix is pitches and workouts on off days - often 30-40 pitches a few days after each start, plus strength training - which are not reflected in game-day pitch counts, said Karakolis.

One of Karakolis's co-authors, Ryan Crotin, pointed out that some of the strain on pitchers is emotional and psychological, and would not show up in typical measures.

For their stress hormone-producing adrenal glands, said Crotin, who works with the Baltimore Orioles, it's "almost like they've run a marathon".

Karakolis said that pitch counts and innings pitched were "definitely part of the future but on their own they're not going to be effective".

He suggested that teams might look into a "piggy back" system such as that used in the minor leagues, in which pitchers do not throw more than 75 pitches before being taken out of the game, and rotate between starting and relieving.

But he is clear that the data are "not conclusive yet, and I don't have any idea how that would affect performance". His study only looked at injuries.

Bradbury agreed that baseball needs better metrics.

"There have been many studies on youth pitchers that find pitches thrown are correlated with injury," he said.

"However, very little work had been done on adults or professionals, and there are many reasons to expect the impact will differ between children and adults." (Editing by Frederik Joelving and Mark Lamport-Stokes)

Heli skiing comes from the word skiing and helicopter. The literal analysis of the word would come up with the literal and practical definition for this recreational or sports acivity.

Heli skiing is a term used to denote the practice or action of Alpine skiing with the use of the helicopter. Why the helicopter? You might ask.

The helicopter

Helicopter is used in heli skiing so the skier can be able to gain extreme altitude that would be impossible to be gained or attained by any person without the help of the helicopter.

Heli skiing enables the skier to ski coming off from different and various starting points. Skiing in very remote areas can also be made possible by heli skiing.

As such, heli skiing can be safely and appropriately classified as a very extreme sports. Because heli skiing is mainly done in remote and unlikely places or areas for skiing, the dangers of avalanches is very evident.

Heli skiing is also never free of the dangers posed by the existence of rocks and trees.

The helicopter used for helis skiing is also not the ordinary helicopter used in the modern times. They are specially designed and are used to carrying out the task of helping heli skiers lift up and ski at great heights.

A short history

Heli skiing is an extreme sport developed and introduced in April 1965 in Canada by Hans Gmoser.

Hans Gmoser is an Austrian who migrated to Canada in the 1950s to pursue and chase after greener pastures. Ironically, the man found whiter pasture, because the Canadian state where he got into turned out to be covered with thick snow.

By that time, there are a number of Austrians who went up and posed on top of Mt Everest in the Himalayas. The thrill and excitement aroused the national pride in the extreme sports fanatic, Mr Gmoser.

To have his own participation in the emerging Austrian pride for the heights, Mr Gmoser devised and designed an extreme recreation or sports to lift snow skiers in the Bugaboo Mountains.

Because no one has ever tried it before, he introduced skiing using helicopters to lift up the skier to greater altitudes.

The result was an extreme fun and thrilling exercise. Hel skiing was born.

The modern times

The modern times is characterized by extreme recreation and sports. That is because most people are earning their living through the corporate scene.

Most people are engaged in seats and in front of computers in general to earn their living. That is why the opportunity of going out and sweating it all out through extreme activities in the great otdoors thrill most people.

Heli skiing has it all and more. It can also be too risky and deadly. Experts and less-gutsy people stay away from it because the activity is truly not one to keep your visceral parts at peace.

Innovative program more than doubles graduation rate of comparison groups

City University of New York Chancellor Matthew Goldstein and Deputy Mayor of Health and Human Services Linda I. Gibbs today announced independent findings that City University of New York?s Accelerated Study in Associate Programs (ASAP) saves almost $6,500 per graduate, even though the initiative spends more on advisement, career services and faculty and academic support.

With 55 percent of the students in the program graduating ? compared to 24 percent in a comparison group at the same CUNY community colleges ? CUNY?s innovative approach to speeding community college students toward graduation is more effective and costs less per graduate than the traditional path toward an associate degree, according to an independent study by Professor Henry Levin of Columbia University?s Teachers College. The Chancellor also announced plans to almost double the program.

?Given ASAP?s effectiveness in helping students reach their academic goals, we plan to expand the initiative from the current 2,312 participants to more than 4,000 by fall 2014,? Chancellor Goldstein said. ?We instinctively felt that ASAP would be worth the investment. Having Dr. Levin ? a respected scholar ?

confirm and quantify that is a most encouraging affirmation.?

?CUNY ASAP is one of the most worthwhile programs we have implemented under the city?s larger anti-poverty efforts,? Deputy Mayor Gibbs said. ?Five years later, this report shows that not only is the program having a large impact on graduation rates, but it also is much more cost-effective than the alternative.?

According to Senior University Dean for Academic Affairs and Dean of the School of Professional Studies John Mogulescu, ?One of the most gratifying aspects of the ASAP program is that it has been successful at all six of our partner community colleges. This is due to the extraordinary work of our campus ASAP staff and the tremendous support and leadership of our community college presidents.?

As part of ASAP ? which also was a blueprint for many aspects of CUNY?s New Community College, which opened this semester ? students enroll full time; immediately address any developmental (remedial) education needs; take courses in continuing cohorts with consolidated schedules, which encourages development of supportive peer networks; receive intrusive advisement (meaning that advisors don?t wait to be asked for advice); take a college-success seminar; and have access to intensive tutoring services.

CUNY ASAP is funded by the Center for Economic Opportunity, which Mayor Bloomberg founded in 2006 to seek innovative ways to reduce poverty. It is one of CEO?s most successful programs to date. A partner with CUNY since ASAP began in 2007, CEO has provided assistance with implementation and evaluation. Most recently, CEO funded the cost-benefit research and outreach to help support CUNY?s plans for scaling up the program.

?CUNY ASAP has been tremendously successful in getting students to graduate within three years,? said CEO Executive Director Kristin Morse. ?The cost-effectiveness report shows that the investment has been well worth the effort and that ASAP actually saves money by significantly increasing the number of graduates.?

When the University began ASAP, it set a bold goal of graduating at least half of its initial students within three years. That represented a doubling of the existing completion rate for similar CUNY community college students and three times the national urban community college rate. ASAP did even better. Three years after its start, 55 percent of the first cohort had graduated, compared to 24 percent in a comparison group at the same CUNY community colleges, according to CUNY?s rigorous internal evaluation.

In the following years, as additional cohorts of students have gone through the program, CUNY found that:

  • Remedial students graduate from ASAP at rates similar to those who start community college with proficient skills. After three years, 55 percent of both types of ASAP students earn degrees, compared to 20 percent of non-ASAP students with remedial needs and 25 percent of proficient non-ASAP students.
  • Students from underrepresented groups appear to benefit more from ASAP than other students.
  • Sixty-three percent of students graduate, transfer to a baccalaureate program or both three years after starting ASAP, compared to 44 percent of a comparison group.
  • More importantly, CUNY found, ASAP students graduate at more that double the rates of non-ASAP students, with increases in graduation rates after three years of at least 30 percent.

The independent analysis of ASAP?s performance is the first installment of a two-part cost-benefit study by the Columbia Teachers College team led by Dr. Levin, the William Heard Kilpatrick professor of economics and education and director of the Center for Benefit-Cost Studies of Education. The second part, expected to be completed later this fall, will examine the benefits of timely graduation for both the individual and society.

Levin predicts that as CUNY expands the program, ?the added cost of ASAP services is more than compensated for by a higher production of degrees. The larger investment will result in a lower cost per degree and large aggregated savings of degree production for CUNY community colleges ? What is also noteworthy is the likelihood that ASAP is more likely to succeed with less advantaged students rather than experiencing a high proportion? of dropouts among those who quickly see that they are not likely to complete their studies.

Looking ahead to the study?s forthcoming second part, Levin writes that the benefits of increasing graduation rates will ripple though society. ?ASAP should not be considered only as an added cost, but also as an investment in which there may be a considerable payoff or social return. Graduates experience higher employment and income than non-graduates, as well as greater social status and civic activity. Additional graduates also improve the competitiveness of the labor force and return the investment to the taxpayer in the form of higher tax revenues and lower costs for social services, including public health, criminal justice, and public assistance.?

The report concludes: ?ASAP is so much more effective in producing additional graduates in a timely fashion and ? the cost per graduate for ASAP is comparable to or less than that of the traditional approach. ASAP can increase considerably the number of CUNY community college graduates while actually reducing costs.?

Joining Levin in writing the report was co-author Emma Garcia, a doctoral candidate in the economics and education program in Teachers College?s Department of Educational Policy and Social Analysis and a research assistant in the Center for Benefit-Cost Studies in Education.?Master?s student James Morgan assisted them. ASAP also shined in a separate study in which 900 students were randomly assigned to the program, according to preliminary results released in June. MDRC, a leading public policy research organization, found that ASAP increases full-time enrollment, credits earned, completion of developmental coursework and first- to second-semester retention. ASAP cost $6.5 million a year through FY 2010 and then increased to $6.8 million in FY 2011. The New York City Center for Economic Opportunity provided additional funds to include an evening/weekend ASAP program at Borough of Manhattan Community College. The Leona M. and Harry B. Helmsley Charitable Trust and the Robin Hood Foundation also supported ASAP.
